New Relay Chat project

• Why?!

  Becouse IRC is old now. And new generation general purpose message relaying is not made yet (see links).

• About

  I'd like to propose internally rebuild structure, which capable of solving differend tasks in message/notification delivery. Also it could work as IRC compatible server, IM or web chat.
  I will not describe network security issues, leaving that to link oriented parts. Also this is discussed in other works.
